Individuals and families choose from a range of private insurance plans offered by various carriers. The government’s role is to regulate these plans to ensure they meet certain standards (like covering Essential Health Benefits) and to provide financial assistance to make them affordable. You are still dealing with private insurers like Blue Cross Blue Shield, Ambetter, Oscar, Molina, etc.

Myth 2: You’ll Pay a Penalty if You Don’t Have Health Insurance in Texas.

Fact: This was true for a period, but it’s no longer the case at the federal level. The ACA originally included an “individual mandate” that required most Americans to have health coverage or pay a penalty. However, the federal penalty for not having health insurance was eliminated starting in 2019. Fact: While some individuals may have experienced premium increases over time, the overall impact of the ACA on premiums is more nuanced and often positive, especially for those receiving financial assistance or with pre-existing conditions. For many, particularly those with lower incomes or significant health needs, the ACA has made coverage more affordable and accessible than ever before.

  • Impact in Texas: Texas has seen substantial enrollment growth in the ACA Marketplace. In 2024, approximately 3.5 million Texans enrolled in an ACA plan, making Texas the state with the second-highest enrollment nationally.
